On February 22, China unveiled its “No.1 central document” for 2022, the 19th one that puts work related to agriculture, rural areas, and farmers high on the agenda since the year 2000. The document noted the need to speed up the growth of the output of the dairy industry, continue to advance the integration of the primary, secondary, and tertiary industry in rural areas, facilitate people lifted out of poverty to grow income, and promote new progress in rural revitalization and the modernization of agriculture and rural areas. The dairy industry bears the hallmark of modern agriculture and represents a strategic industry coming of integrated development of the primary, secondary, and tertiary industry, which are of great significance to work in agriculture, rural areas, and farmers. As an industry leader, Yili actively implements the No.1 Central Document by leveraging its role as an industry leader. Hongfa Diary Farm came to a standstill since the daily milk production for some 300 cows had been increased from 20kg to 30kg. This was their biggest challenge back in 2017. The farm owner turned to experts at Yili for help. After a thorough data analysis, Yili’s experts found that the key to solving the problem rested with population establishment and breeding management, a bottleneck facing the entire industry. With work on cow breeding underway, the farm has witnessed noticeable progress. In 2020, Hongfa Diary Farm’s nearly 1000 cows generate over 45kg of quality milk every day on average.

This speaks volume about the importance of technological breakthroughs in the modernization of agriculture and rural areas. The Ministry of Agriculture and Rural Affairs noted in the Action Plan for Improving the Competitiveness of Dairy Industry during the !4th Five-Year Plan Period that we should enhance our capacity for cow breeding, improve production technologies, and drive the upgrading and transformation of the dairy industry to enhance our competitiveness. For a long time, Yili has been helping partners along the industrial chain through its development to bring out win-win results.
To bring about steady growth of the whole industry, Yili has entered into “interest connection” with partners along the industrial chain, including technological, financial, industrial partners, and partners providing risk-management services, dairy-product upgrading services, and all-round services, to achieve common prosperity across the industry. As of December 31, 2021, Yili has provided financial help to 8590 partners along the value chain, with cumulative financing amounting to 92.994 billion yuan.

The key to the modernization of agriculture and rural areas rests with the integrated development of the primary, secondary, and tertiary industry and green development in rural areas. Promoting the integrated development of the primary, secondary, and tertiary industry of the dairy sector is the centerpiece of our work during the 14th Five-Year Plan Period. As an industry leader, Yili will speed up the development of industry clusters, including nine industry cluster projects in Hulun Buir, Bayannur, Xing'an League, Tongliao of Inner Mongolia, and other places, in a bid to establish a work-class high-end dairy production base with national level breeding and processing integration projects. These projects will drive the healthy and rapid growth of local industries and the economy, bringing nearly one trillion yuan of GDP in the years to come.

In addition, Yili has introduced the model of cluster development to Ningxia Hui Autonomous Region, Gansu Province, Heilongjiang Province, Hebei Province, Henan Province, Shandong Province, and other places to modernize the whole supply chain. In Weiwu, Gansu Province, Yili invested in a state-of-the-art green and smart dairy product base, and helped to bring in many industry projects, including cow husbandry, small packaging, and feed mill, which were developed into a “one plus six” dairy industry cluster. When completed and put into operation, the production base can generate 16 to 17 trillion yuan output.

The No. 1 Central Document points out that grain security and the prevention of a large-scale return to poverty are two bottom lines. It also identifies the need to pool together necessary components for the revitalization of the dairy industry and launch a batch of projects to up the game. Over the years, Yili has gradually found a national “model of targeted poverty-alleviation in production base”, and continues to follow the guidance of the Party and make targeted measures to contribute to poverty eradication through the development of the dairy industry. This has brought out an increase in the income of local farmers and the quality of company growth. Meanwhile, Yili Group realized that common prosperity means prosperity for all of its employees. Born in a poverty-stricken family, Bai Hongfu and his two siblings, along with their parents, live on some 3 acres of land (or 20 mu).
